Ces Principes directeurs sont des recommandations à l'intention des entreprises multinationales sur la conduite de leurs activités dans des domaines comme le travail, l'environnement, la protection des consommateurs et la lutte contre la corruption. Ces recommandations émanent des gouvernements qui ont souscrit aux Principes directeurs et se sont ainsi engagés à les faire respecter, même si elles n'ont pas un caractère contraignant. Ce rapport annuel dresse un état des mesures prises entre juin 2007 et juin 2008 par les 41 gouvernements adhérents pour renforcer la contribution des Principes directeurs à un meilleur fonctionnement de l'économie mondiale. En huit ans, les Principes directeurs ont consolidé leur statut qui en fait l'un des principaux instruments au monde en matière de responsabilité des entreprises. Chaque année, l'OCDE réunit une Table ronde sur la responsabilité des entreprises pour traiter les problèmes qui apparaissent et les évolutions nouvelles. La manifestation de cette année, organisée conjointement par l'OCDE par l'OIT, a consisté en un dialogue de politique de haut niveau sur la responsabilité sociale des entreprises entre Etats, organisations d'employeurs, syndicats et autres parties prenantes sur le thème - Emploi et relations collectives du travail: promouvoir une conduite responsable des entreprises dans une économie qui se mondialise. La deuxième partie de ce Rapport annuel s'est intéressée aux thèmes suivants: Principaux résultats de la Conférence OCDE-OIT de haut niveau sur the responsabilité sociale des entreprises., Les pratiques et les responsabilités des entreprises en matière d'emploi et de relations professionnelles., L'impact de l'investissement direct étranger sur les salaries et les conditions de travail., Développement et travail décent: nouvelles orientations des entreprises multinationales en vue d'une mondialisation juste., Aperçu général d'une sélection d'initiatives et d'instruments relevant de la responsabilité sociale des entreprises.
