Ses services, si éclatants qu'ils soient, n'expliquent pas seuls sa durée; d'autres ont péri qui avaient le même droit de vivre. Par quels mérites celle-ci s'est-elle préservée ? On en a cité deux: le respect et la défense des institutions, une grande habileté de conduite. Il est constant que l'aristocratie anglaise n'a manqué ni à l'un ni à l'autre de ces devoirs; elle n'a ni empiété ni résisté mal à propos. Elle a su toujours abandonner à temps les positions qu'elle ne pouvait défendre, et a mis dans ce mouvement de retraite une certaine dignité et beaucoup de bonne grâce. Après avoir lutté contre les réformes, elle y a cédé en les prenant en main et en les tempérant. Cependant avec un autre peuple ces concessions judicieuses n'eussent pas suffi; il a fallu que des deux parts on se tînt en garde contre les entraînements et qu'à la modération dans la défense répondît la modération dans l'attaque. Ailleurs on ne s'arrête pas ainsi; dans l'enivrement de la victoire, on ne laisse rien debout, sauf à se châtier de cet excès en tombant dans l'excès contraire. Comment le peuple anglais s'est-il refusé à ces tristes exécutions? Les instruments ne lui manquaient pas; il a les libertés de la presse et de la plate-forme, il a le droit de réunion et au besoin l'agitation des rues. Que de tentations pour tout soumettre au même niveau, briser les compartiments artificiels, abaisser ce qui s'élève, proscrire ce qui se distingue ! Ce spectacle va si bien aux passions de la foule; pourquoi ce peuple ne se l'est-il pas donné ?...''
