This monograph examines the doctrinal, technical, and bureaucratic innovations that evolved in response to these new operational warfare challenges. It discusses the transition from a conventionally focused, Cold War-era targeting process to an in-depth examination of emerging technologies that are likely to shape how this mode of warfare will be waged in the future. About the Author: ABOUT THE AUTHORGLENN J. VOELZ is an Army intelligence officer and most recently the U.S. Army War College fellow at the Massachusetts Institute of Technology (MIT) Security Studies Program and MIT's Lincoln Laboratory. He currently serves in the Intelligence Division of the International Military Staff at the North Atlantic Treaty Organization headquarters in Brussels, Belgium. During his career, Colonel Voelz has served in various positions at the Defense Intelligence Agency, on the Joint Chiefs of Staff at the Pentagon, and as the Senior Duty Officer in the White House Situation Room. His military duties have included assignments in Asia, Africa, the Middle East, and Europe. He previously served as an Assistant Professor of History at West Point. Early in his career, he was a member of the Army's World Class Athlete Program and was a two-time U.S. Olympic Trials qualifier for Swimming in 1988 and in Modern Pentathlon in 1996. Colonel Voelz is the author of several books and journal articles on a range of topics including diplomatic history, government contracting, intelligence policy, and military strategy. Colonel Voelz is a graduate of West Point where he was commissioned as an Infantry officer in 1992. He holds advanced degrees from the University of Virginia and the National Intelligence University in Washington, DC.
