Apesar de todos os feitos, vitórias e conquistas ao longo da longa história da Roma republicana e imperial, ainda hoje é comummente aceite que os romanos falharam numa conquista crucial: a subjugação da Alemanha. De facto, os historiadores apontam este fracasso como a principal causa da queda de todo o império, uma vez que as constantes guerras contra as tribos germânicas e a necessidade de defender a todo o custo a fronteira do Reno contra estas tribos contribuíram para que o império caísse de joelhos. Há elementos de verdade nesta conclusão, mas a realidade era muito mais fluida do que muitas vezes se pensa.

Desde o século I a.C. até ao colapso do Império Romano do Ocidente, no século V d.C., as relações entre o grande Império e os habitantes da atual Alemanha eram muito complexas e não se limitavam a uma simples guerra. De facto, o arqueólogo Are Kolberg sugeriu a existência de quatro aspectos distintos a ter em conta: militar, comercial, presentes e pilhagem. Poder-se-ia ainda acrescentar o aspeto político, dado o impacto que as tropas alemãs vieram a exercer na subida ao trono de diferentes imperadores em diferentes épocas.

Enquanto território romano, a Germânia incluía, em tempos, grandes extensões de terra a leste do Reno, até ao Elba. rdOs romanos mantiveram uma força significativa neste lado oriental até ao século III d.C., mas uma invasão franca acabou por pôr termo a essa presença e o termo Germânia passou a designar especificamente o território a oeste do Reno, que incluía as duas províncias da Germânia Superior e Germânia Inferior, ou Alta e Baixa Germânia. Estas províncias eram fundamentais para a defesa do império, ao ponto de Triers ter sido a localização de uma das quatro sedes de governo no final do reinado de Roma.

Os germânicos eram originários da Escandinávia e eram essencialmente pastores e caçadores, mas formaram vários grupos distintos, sendo os mais importantes os godos, os vândalos, os francos e os saxões. Dentro de cada grupo havia tribos separadas e, à medida que a sua população crescia, as terras que ocupavam na Escandinávia não eram capazes de as sustentar, pelo que começaram a migrar para sul, estabelecendo-se fora das fronteiras do Império Romano. Os germanos eram guerreiros ferozes que utilizavam tácticas de combate bastante rudes mas eficazes. Atacavam diretamente o inimigo e lutavam corpo a corpo com espadas longas e escudos. Não usavam armadura e usavam apenas peles de animais. A maioria dos guerreiros usava o cabelo comprido, pintado de vermelho e atado para trás em tranças.

Os atritos entre Roma e as tribos germânicas remontam a 113 a.C. e, nos 500 anos seguintes, assistiu-se a uma sucessão de campanhas romanas de grande envergadura contra as várias tribos, que resultaram em numerosas batalhas e revoltas constantes sempre que qualquer parte do território a leste do Reno era ocupada durante algum tempo. O impacto desta guerra constante em ambos os lados não pode ser subestimado e, ao mesmo tempo, os combates e outras interações tiveram enormes influências culturais e políticas em ambas as direcções.
