Die deutsche Oberste Heeresleitung ist seit Mitte August 1916 in Pleß. Am 27. August kurz nach 21 Uhr wird der Chef des Generalstabes des Feldheeres, General der Infanterie Erich v. Falkenhayn, an den Fernsprecher gerufen. Es meldet sich der Vertreter der O.H.L. beim Oberkommando des österreich-ungarischen Heeres, Generalmajor v. Cramon: "Um 20.45 Llhr hat der rumänische Gesandte in Wien die Kriegserklärung Rumäniens an Österreich-Ungarn überreicht." - "Unmöglich!" ruft Falkenhayn zurück. - "Es ist Tatsache, Exzellenz!" beharrt Cramon. - "Ich kann das Seiner Majestät nur melden, wenn Sie persönlich die Verantwortung für die Richtigkeit übernehmen." - "Ich übernehme die Verantwortung." - Falkenhayn sendet dem Kaiser die Meldung. Dieser läßt ihn rufen und bespricht mit ihm die Folgen: ruhig, aber doch offenbar sehr besorgt. Auch er hat es bis zuletzt nicht für möglich gehalten, daß der Hohenzoller Ferdinand, Rumäniens König, den Abfall seines Landes bei Kriegsbeginn von Bündnispflicht zur Neutralität fortsetzen würde bis zum Übertritt zum Feind, am allerwenigsten in diesem Augenblick. - Der 28. August bringt Falkenhayns Sturz. Sein Nachfolger ist Hindenburg, - die neue, dritte O.H.L. heißt Hindenburg-Ludendorff. Als im Frühjahr 1883 das deutsch-österreichische Bündnis bis Herbst 1889 verlängert wurde, kam zur Sprache, daß Österreich-Ungarn seine Bündnisverpflichtungen nicht auf Unterstützung Deutschlands gegen einen Angriff Frankreichs ausdehnen könne, weil es sich gegen Rumänen und Südslawen sichern müsse. Bismarck regte ein Bündnis Österreich-Ungarns mit Rumänien an; entstammte doch dessen König Karl dem mit dem preußischen Königshaus entfernt verwandten katholischen Fürstenhaus Hohenzollern. Am 30. Oktober 1883 wurde das Bündnis abgeschlossen unter der von Karl gestellten Bedingung, daß Deutschland sich beteilige. Es verpflichtete Österreich und Rumänien, einander gegen einen nicht herausgeforderten Angriff Rußlands sofort Beistand zu leisten; Deutschland trat in einer die Nennung von Rußland vermeidenden Form bei, trotzdem den deutschen Kanzler bedenklich machte, daß der damalige rumänische Ministerpräsident Bratianu von der Besprechung mit ihm in Berlin stracks nach Paris fuhr, um dort seinen Sohn erziehen zu lassen, also offenbar französische Bildung besonders hoch einschätzte. Dreimal ist das Bündnis auf weitere zehn Jahre verlängert worden, zuletzt 1912...
