Am 21.November 2013 hat Larry Summers in einem Vortrag auf der jährlichen Research-Konferenz des IWF das Bild einer Zukunft mit chronisch schwacher Nachfrage und schleppendem Wirtschaftswachstum gezeichnet, die "secular stagnation". Vor ihm hatte bereits Paul Krugman die Hypothese der "secular stagnation" aus den frühen Nachkriegszeiten aufgegriffen. Inzwischen beherrscht das Gespenst einer drohenden Deflation insbesondere die Währungshüter, denn deren Möglichkeiten durch Zinssenkungen und Geld-vermehrung diese Gefahr zu bannen, versiegen.Von der herrschenden neo-klassischen angebotsorientierten Wirtschaftstheorie und -politik werden das Phänomen und die Ursachen der säkularen Stagnation nicht verstanden. Ihre wirtschaftspolitischen Maßnahmen bekämpfen daher nur die Symptome und, soweit sie überhaupt noch wirken, beflügeln sie Kapitalmarktspiele und Kapitalverbrennung, erhöhen dabei aber zugleich die Fragilität des Wirtschaftssystems.Deutschland erkauft seine wirtschaftliche Prosperität durch seine Exportüber-schüsse und entsprechenden Kapitalexport, durch den die Überschussersparnisse ins Ausland transferiert werden. Deutschland verschiebt damit Arbeitslosigkeit ins Ausland. Da Deutschland aber auch alle Kriterien einer säkularen Stagnation erfüllt, lebt es wirtschaftlich auf einem Vulkan. Die Merkel-Regierung versteht nicht das Phänomen der säkularen Stagnation, die wirtschaftlichen Probleme der Not leidenden europäischen Länder und die Geldpolitik der Europäischen Zentralbank, ohne die die Euro-Zone schon zusammengebrochen wäre. Deshalb verschärfen ihre Maßnahmen und wirtschaftspolitischen Forderungen die Kri-sengefahr, anstatt durch eine Bekämpfung der Krisenkriterien im Lande zugleich Vorbild für die kleineren Länder zu sein.
About the Author: Uwe Petersen, geboren 1932, studierte Sozialwissenschaften und machte 1956 das Diplom-Volkswirt-Examen in Heidelberg. Nach einem anschließen¬den Studium der Philosophie und des Völkerrechts promovierte er 1964 in Heidelberg bei Hans-Georg Gadamer (Korreferent Jürgen Habermas) zum Dr. phil. mit der Dissertation Das Verhältnis von Theorie und Praxis in der Trans-zendentalen Phänomenologie Edmund Husserls. Ab 1965 war er in verschie¬denen Wirtschaftskonzernen und danach in der Wirtschaftsförderung und der strategischen Unternehmensberatung tätig und ist Mitgründer von Wirt-schaftsförderungsgesellschaften. Seit 1998 beschäftigt er sich schwerpunktmäßig mit handlungsphilosophischen Themen.
