Este libro del profesor Allan R. Brewer-Carías, inicialmente publicado en 2016 como homenaje a la memoria de Francisco de Miranda en el bicentenario de su fallecimiento en Cádiz en 1816, sin desdeñar sus ejecutorias militares en África, El Caribe, Francia y Venezuela, tiene por objeto especifico destacar otras facetas de su vida, más vinculadas a sus aportes a la Independencia de la América Hispana, y a la propagación de las ideas y proyectos sobre la misma. Conformaron la primera edición de 2016, una serie de estudios del autor que había elaborado sobre el Precursor en los años precedentes, y que estaban dispersos, algunos inéditos y otros publicados en revistas, agregándose ahora a esta Segunda edición, otros estudios inéditos sobre otras facetas de Miranda, escritos con posterioridad.

En esta forma, en esta Segunda edición, el contenido del libro, precedidos de una Introducción con una breve pincelada sobre la vida de Miranda (1750-1814), que siempre es importante recordar para las nuevas generaciones, el autor se refiere a los siguientes diversos aspectos cruciales de su vida: primero, las circunstancias que rodearon el fin de sus días en Cádiz, por "la perfidia de uno y la infamia de otros," como él mismo lo expresó; segundo, su labor y faceta de publicista, su relación con "William Burke," y la difusión de las ideas libertarias del Continente hispanoamericano; tercero, la persecución de la cual fue objeto por España y su descubrimiento de la libertad en su periplo por Norteamérica; cuarto, su actuación durante la Revolución Francesa, y la persecución que sufrió en la época del Terror; quinto, los proyectos constitucionales de Miranda para la independencia americana, y la concreción de sus ideas en Londres; sexto, la gran y bizarra aventura libertaria que significó la invasión que hizo de la Provincia de Venezuela en 1806, con un puñado de mercenarios; séptimo, algunos hechos y actores que provocaron la Revolución de Caracas de 1810 que tanto alentó Miranda; octavo, algunos aspectos de la construcción de la República en Venezuela, con su aporte, entre 1810-1812, como obra de civiles; noveno, las consecuencias del desencuentro con motivo de la reacción de la Monarquía contra la creación constitucional que habían hecho los próceres civiles en Venezuela, y su desenlace militar en el cual Miranda se tuvo que involucrar (1810-1812); décimo, el carácter de Miranda como experto en Capitulaciones, y el significado que tuvo para él, tanto la Capitulación firmada con Domingo de Monteverde en 1812 como la entrada en vigencia de la Constitución de Cádiz en marzo de 1812; décimo primero, la conflictiva relación entre Miranda, Simón Bolívar y Monteverde, en la época que precedió la caída de la primera República; y décimo segundo, lo que el autor considera como la última aventura editorial de Miranda, que fue la publicación en Londres, en 1812, del libro bilingüe Interesting Official Documents relating to the United Provinces of Caracas contentivo de todos documentos constitucionales de la Independencia de Venezuela, el cual sin embargo Miranda nunca llegó a ver.
