Jahrhunderts der wirtschaftliche Erfolg und damit verbundene Reichtum zu einem im internationalen Vergleich sehr guten System sozialer Sicherung führte, ist die heutige Tendenz der sozialpolitische Rückzug des Staates. Als Ursache hierfür können die Ölkrise und erste Rationalisierungstendenzen in den 1970er Jahren genannt werden. Verschärft wurden die Rationalisierungstendenzen durch das zunehmende Problem der Massen- und Langzeitarbeitslosigkeit (Schneider 1996, S. 174). Es entwickelte sich ein neues Leitmotiv der Politik: Verzicht und die damit einhergehende Favorisierung von Privatheit und Eigenvorsorge sowie die Idealisierung des Leistungsideals(ebd., S. 175). Leistung wurde zur moralischen Größe, zur Voraussetzung für den Anspruch auf soziale Gerechtigkeit, d.h. ohne Leistung (ohne Arbeit) keine soziale Gerechtigkeit und keine sozialen Leistungen (ebd., S. 181). "Die Sozialpolitik ist in diesen Zeiten die Fortschreibung überkommener Strukturen und Haushaltspositionen", innerhalb der soziale Probleme auf haushaltspolitische Aspekte verkürzt werden und auf politisch aktive Gestaltung verzichtet wird (ebd., S. 176). An die Stelle des aktiven Sozialstaats tritt ein "aktivierender, die Hilfebedürftigen nicht mehr ohne entsprechende Gegenleistung alimentierender Sozialstaat" (Butterwegge 2004, S. 594). Es gilt das Motto: "Fördern und fordern!", wobei man sich nach Butterwegge nicht darum bemüht, die Chancen von sozial Benachteiligten zu verbessern (ebd., S. 594), so dass neue Ungerechtigkeiten entstehen (Opielka 2003, S. 545). "Eine an dieser sozialen Gerechtigkeit orientierte Sozial- und Gesellschaftspolitik wird zur Sicherung von Privilegien für Privilegierte" (Schneider 1996, S. 179). Das heißt, das
