English summary: Public welfare played an important part in overcoming the enormous social problems in the post-war period. For the first time, Matthias Willing outlines the development of state social welfare from its beginnings in the Soviet occupation zone up to the collapse of the German Democratic Republic in 1990 and analyzes the transformation of the basic socialist welfare system into the social landscape of the Federal Republic of Germany. In doing so, he deals with the financial and the legal situation of the welfare recipients in East Berlin and the GDR as well as the homes dominated by the state. This also included the non-governmental institutions such as the Home Mission, charitable organizations, the German Red Cross and the Volkssolidaritat, the socialist welfare institution. He also studies the aid given to socially disadvantages persons in the GDR and the way the state party of the GDR dealt with so-called antisocial persons. German description: Bei der Uberwindung der immensen sozialen Probleme in der Nachkriegszeit nahm die offentliche Fursorge eine herausragende Rolle ein. Matthias Willing skizziert erstmals die Entwicklung der staatlichen Sozialfursorge von den primitiven Anfangen in der Sowjetischen Besatzungszone bis zum Zusammenbruch der DDR 1990 und analysiert die Transformation des sozialistischen Basisversorgungssystems in die bundesdeutsche Soziallandschaft. Dabei behandelt er die materielle und rechtliche Situation der Fursorgeempfanger in Ost-Berlin und der DDR ebenso wie das staatlich dominierte Heimwesen. Dies schliesst die Berucksichtigung der nichtstaatlichen Akteure Innere Mission, Caritas-Verband, Deutsches Rotes Kreuz und des sozialistischen Wohlfahrtsverbandes Volkssolidaritat ein. Untersucht wird auch die Gefahrdetenfursorge der DDR und der Umgang des SED-Regimes mit so genannten asozialen Personen. Hinsichtlich der Sozialfursorgeempfanger zeigt sich, dass sie im Verlauf der DDR-Geschichte zu einem volligen Randphanomen wurden und 1989 keine Rolle mehr spielten. Durch die starre Planwirtschaft und die ungunstige demografische Entwicklung herrschten teilweise katastrophale Verhaltnisse bezuglich des staatlichen Heimwesens, die im Laufe der 80er Jahre etwas verbessert werden konnten. Insbesondere die konfessionellen Wohlfahrtsverbande trugen hierzu bei. Die Betrachtung der Gefahrdetenfursorge verdeutlicht, dass zunachst in beiden deutschen Staaten ahnliche autoritare Konzepte dominierten. Wahrend in der BRD langsam eine Liberalisierung eintrat, hielt das SED-Regime unbeirrt an einem drakonischen Strafsystem fest, das auch als Instrument gegen nonkonformistische Personengruppen benutzt wurde.
