Apres avoir decrit l'Iberie au livre III, la Celtique transalpine (la Gaule) au livre IV, l'Italie et la Silicie aux livres V et VI, et avant d'aborder la Grece aux livres VIII, IX et X, Strabon decrit dans le livre VII le reste de l'Europe, c'est-a-dire la partie septentrionale, centrale et orientale de notre continent, comprise entre l'Ocean qui baigne ses cotes au nord-ouest - pour nous la mer du Nord - et le littoral occidental et septentrional u Pont-Euxin jusqu'au Tanais, cette partie de l'oikoumene se prolongeait vers le nord par des terres encore inexplorees qu'on supposait baignees de ce cote-la aussi par l'Ocean Strabon aborde la une des partie les plus difficiles de son projet. Il s'agit en effet d'un espace immense de structure complexe du point de vue de la geographie physique, plus complexe encore du point de vue de la geographie humaine En dehors des colonies grecques qui jalonnent les rivages de l'Adriatique et du Pont-Euxin, l'interieur de ce vaste territoire est occupe par des peuples barbares entres depuis une date relativement recente en rapport avec les Grecs ou les Romains et encore tres mal connus De races diverses, opposes les uns aux autres en des conflits incessants, quelquefois nomades, ils sont organises le plus souvent en tribus qui vivent sur des territoires aux frontieres mouvantes. Les guerres, les migrations ont abouti a un brassage de populations d'une extreme complexite que le geographe ne peut pretendre demeler dans le detail mais dont il doit au moins tenter de degager les grandes lignes L'eloignement de la mer, d'autre part, interdit dans la majorite des cas de recourir au procede de localisation par reference aux cotes, habituel dans la geographie antique. Il fallait trouver un procede de reperage different. Le cours du Danube, reconnu desormais en gros de sa source a son embouchure, va fournir un moyen de remplacement pour organiser l'etude de cette region vaste, diverse, et encore tres superficiellement exploree.
