In support of U.S. Army Europe (USAREUR) and U.S. European Command (EUCOM), this monograph explores whether and how the U.S. Army is prepared to respond to the challenges posed by Russia to vital American interests in Europe. The monograph first assesses Moscow's motivations and then offers a critical analysis of U.S. and allied efforts to date. Specifically, the monograph examines Western deterrence efforts, force posture, force structure, security cooperation, and information operations--all in an effort to provide an unvarnished, rigorous analysis. The monograph ends with a series of forward-leaning yet practical recommendations designed to strengthen U.S. efforts without significant escalation.Audience: This text may be appropriate for senior leaders within the U.S. Department of Defense (DOD), Department of State (DOS), foreign policy analysts and lawmakers. About the Author: ABOUT THE AUTHORS

LIEUTENANT COLONEL (LTC) R. REED ANDERSON entered military service in 1987 as a U.S. Army Reserve combat medic and was commis-sioned in 1994 through the Reserve Officer Training Corps (ROTC) program at Brigham Young University as a Field Artillery officer. Following the artillery basic course, he spent two tours with the First Infantry Division in Kansas and Germany. Following battery command, LTC Anderson became a Europe foreign area officer, which has taken him on tours to Portugal, where he attended Portuguese Army and Joint Staff courses; the U.S. European Command; the U.S. Mission to the North Atlantic Treaty Organization (NATO); Afghanistan; and the Army staff. LTC Anderson holds a master's degree in international security affairs from the Naval Postgraduate School. His previous publications include several articles in the Foreign Area Officers Association professional journal, International Affairs, to include a series of three articles on the trans-Atlantic relationship, and a treatise on strategic and operational planning for theater security cooperation at the geographic combatant com-mands. LTC Anderson is currently a member of the U.S. Army War College resident class of 2016, upon completion of which he will serve as the Chief of the Office of Security Cooperation at the U.S. Embassy in Tunis, Tunisia.

COLONEL (COL) PATRICK J. ELLIS received his commission in the infantry upon graduation from the U.S. Military Academy in 1994. He served as a platoon leader in both light infantry and U.S. Army Ranger units. Following these initial assignments, he served as a staff officer and later as a company commander in the in 1-508th Airborne Battalion Combat Team in Vicenza, Italy. In 2001, COL Ellis returned to 2/75th Ranger Regiment. From 2001 to 2004, he served as the battalion logistics officer and Bravo Company commander completing several deployments in support of Operation ENDURING FREEDOM. Upon graduation from the U.S. Army Command and General Staff College in 2005, COL Ellis reported to 2/75th Ranger Regiment and served as the battalion executive officer and battalion operations officer. During this time, he conducted further deployments in support of both Operation ENDURING FREEDOM and Operation IRAQI FREEDOM. Following this assignment, COL Ellis reported to the Joint Special Operations Command at Fort Bragg, North Carolina, where he served from 2007 to 2010 as a current operations officer and executive officer to the Commander. COL Ellis assumed command of 1-501 Infantry (ABN) in Anchorage, Alaska, on June 28, 2010. While serving as the battalion commander, COL Ellis deployed the battalion for 10 months to Khost, Afghanistan, in support of Operation ENDURING FREEDOM. In June 2013, COL Ellis assumed command of 3/75th Ranger Regiment, a position he held until April 2015. Dur-ing his time as the 3/75th commander, COL Ellis deployed twice to Operation ENDURING FREEDOM in Afghanistan. He is scheduled to take command of 2nd Cavalry Regiment (Stryker) in Vilseck, Germany, in July 2016. COL Ellis holds a bachelor's degree in Russian language from the U.S. Military Acad-emy and a master's in management from Webster University.
