In the third cycle, what changed?
The third 56-days of Trump's Administration continued the calls to "DUMP TRUMP" and connect him to some nefarious Russian election hacking scheme. It was a period which saw Europe and Russia shaking from a ransomware attack utilizing a software flaw apparently known to the NSA, who appear to have weaponized it in a way that facilitated the attack attributed to a North Korean malware hacker group.
In this cycle, we see China returning to its ancient mercantile roots and President Xi Jinping urging nations to join his new Belt and Road Initiative which promotes the desire for global economic growth Trump has championed in the USA. China's program will build a trillion-dollar modern new Silk Road with a transportation trifecta of seaports, roads, and rail links connecting all the Old World nations which once comprised the ancient Silk Road.
After a 150 years of a British-induced drugged slumber, the mercantile "sleeping dragon" has awakened to reclaim its old habitat, and nations, from Asia and across Europe, wish to participant.
In that environment, Trump kept his promise to abandon TPP, and China had seen the wisdom behind that move, while Trump saw the wisdom of reinvigorating the Silk Road with America adding a new transoceanic branch.

Trump arrived at the NATO Summit in Brussels, dismissed it as a relic of the Cold War, and decided NATO could be re-tasked to a meaningful use in The War on Terrorism. And with his visit, he opened the opportunity to visit the true costs to America which both Clinton and Trump had branded excessive.
Upon visiting the costs, it became self-evident that America is paying far more than the NATO agreement standard, and that the majority of the NATO members are, as Trump charged, taking advantage of the American taxpayer.
