Der Architekt Theo Effenberger gehorte zu den durch ihr kulturpolitisches Engagement besonders auffalligen Erscheinungen am Breslauer Architektenhimmel der zwanziger Jahre. Zu seinen Hauptwerken zahlten die - heute weitgehend zerstorten - Siedlungen Popelwitz und Westend. Er war einer der favorisierten Architekten der 1919 gegrundeten Siedlungsgesellschaft Breslau AG, die in der Odermetropole den grossen Anteil am Siedlungsbau der zwanziger Jahre innehatte. In dieser Eigenschaft war er mitpragend fur das reformorientierte Erscheinungsbild des Breslauer Siedlungsbaus. Theo Effenberger zahlt zu den Architekten der Stadt, die durch neuere Forschungen auf deutscher und polnischer Seite "wiederentdeckt" wurden. Mit der Erforschung regionaler Sonderentwicklungen hat sich das Gesamtbild der Moderne in Deutschland in den letzten Jahren verandert, ist die Architekturlandschaft vielfaltiger und um viele Namen reicher geworden. Theo Effenberger gehort zu den Architekten, die in diesem Zusammenhang ins Blickfeld rucken. Ihm, dem geburtigen Breslauer, der eine wichtige Vermittlerrolle zwischen den Vertretern des Neuen Bauens und der in Schlesien besonders einflussreichen Heimatschutzbewegung spielte, ging es um die Weiterentwicklung landschaftstypischer Hausformen, die er mit den Erfordernissen des reformorientierten sozialen Wohnungsbaus verband. Ausgepragtes Materialbewusstsein und solide handwerklich-technische Kenntnisse, die vor allem in seinen Backsteinbauten zum Ausdruck kommen, ebenso wie stadtebauliches Einfuhlungsvermogen kennzeichnen Effenbergers Architektur. Die Werkkunst-Monogrpahie dokumentiert Effenbergers wichtigste Bauten bis 1929 und zeugt von der Vielfalt seines architektonischen OEuvres. Erschienen im Jahr der Breslauer Werkbundausstellung "Wohnung und Werkraum" WUWA 1929, spiegelt sie die Auseinandersetzungen um das Neue Bauen wider. Mit ihren radikalen Wohnvorstellungen feierte die junge Breslauer Avantgarde in der WUWA-Versuchssiedlung international beachtete Erfolge, wahrend - ungleich weniger beachtet - auch von Seiten der etablierten ortlichen Architekten beachtliche Vorschlage zur Rationalisierung und Standardisierung des Bauwesens kamen. Der Versuch Konrad Hahms, Effenberger als einen Vertreter der "gemassigten Moderne" zu etablieren und ihn von den internationalen Stromungen abzusetzen, trug wirkungsgeschichtlich mit dazu bei, dass Effenbergers Architektur lange Zeit als "periphare" Erscheinung galt und von der Forschung kaum wahrgenommen wurde. Erst jetzt lasst sich - losgelost von der zeitgenossischen ideologischen Befangenheit - die Qualitat seines Werkes angemessen beurteilen.
