After Dusty has managed to track down João, one of the main bosses behind the Cartagena Cartel, he travels from Salvador to Rio de Janeiro, where he gets romantically involved with João's mistress, Jacie. When she disappears, Dusty finds out that she has traveled to Paraguay on João 's instructions to withdraw a large sum of money in cash.
When they, to Jacie's surprise, meet again in Asunción where she's been obliged to stay put for several days due to a local bank holiday, they are both imprisoned owing to excessive security surrounding an event that Paraguay's president is performing.
After Jacie has extricated herself from her detention by selling
out Dusty, the next day she finally receives the money João has
instructed her to withdraw. She flies to La Paz where she meets him
and gets new instructions from João where to deliver the money.
Two days later, Dusty risks escaping the jail where he's been held, and an alert for his capture is issued. After reaching out to his consulate and getting diplomatic protection, Dusty is declared persona non grata and expelled from Paraguay. Knowing that Jacie had a ticket to La Paz, he follows her there.
When Dusty discovers that she has gone by train and boat to Peru, he takes the same route. Unaware that a member of the Cartagena cartel is observing him, Dusty bumps into Jacie again. They travel together by train to Cusco, where João awaits her.
