(Peter Hartz, 2002) Mit diesen Worten übergab Peter Hartz im Jahr 2002 die Vorschläge zur Arbeitsmarktreform der damaligen rot-grünen Regierung. Seitdem sind die Hartz-IV-Regelungen regelmäßig Anlass für hitzige Diskussionen. Die einen beschreiben die Änderungen als längst notwendig und unerlässlich, die anderen sehen darin den Rückbau des Sozialstaates und einen radikalen sozialen Kahlschlag. Besonders sind junge Menschen unter 25 Jahren durch die Veränderungen betroffen. Für sie gelten viele Sonderregelungen im Vergleich zu Hilfebedürftigen, die das 25. Lebensjahr vollendet haben. Im besonderen Maße wurden die sogenannten U25 in die vieldiskutierten Ein-Euro-Jobs zugewiesen. Können solche Maßnahmen für eine so große und heterogene Gruppe an Hilfebedürftigen eine sinnvolle Unterstützung darstellen? Diese Arbeit versucht Erkenntnisse über die Sinnhaftigkeit und Effektivität solcher arbeitsmarktpolitischen Maßnahmen zu gewinnen. Denn der Druck auf die U25 ist groß. Weigern sie sich die "angebotene" Maßnahme anzunehmen, drohen empfindliche Leistungskürzungen. Die zentrale Fragestellung ist also: Unterstützen die Sonderregelungen für unter 25-Jährige tatsächlich einen nachhaltigen Eingliederungsprozess in Ausbildung bzw. Arbeit oder stellen sie nur eine staatlich verordnete Zwangsjacke für die Betroffenen dar? Im ersten Kapitel wird ein kurzer Blick in die Vergangenheit geworfen und die historische Entwicklungsgeschichte bis zur Einführung des SGB II dargestellt. Die Kapitel zwei und drei beschäftigen sich dann mit wesentlichen Eckpunkten, Leitgedanken und den zentralen Begriffen des Regelwerks.
