In den letzten Jahren haben sich auch in wirtschaftlich hochentwickelten Volkswirtschaften verschiedene Korruptionsskandale gehäuft. In Deutschland und in der Schweiz war es noch vor 1999 sogar möglich, "nützliche Aufwendungen" steuerlich geltend zu machen. Hierunter wurden Zahlungen subsumiert, die zur Bestechung dienten. Beschäftigt man sich näher mit dem Thema Korruption findet man vor allem Zitate wie folgende: "Schmieren ist hart: Wer nicht mitmacht, zieht oft den Kürzeren.", "Es gibt nicht wenige Länder, in denen Bestechung üblich ist - wer da nicht mitmacht, hat erst mal einen Wettbewerbsnachteil." Die Demokratie, die freie Marktwirtschaft, das gesetzliche Krankenversicherungssystem, die kommunale Selbstverwaltung werden durch Korruption geschädigt. Einerseits weil alle öffentlichen Leistungen sich durch Korruption verteuern, andererseits weil das Vertrauen der Menschen in die Funktionsfähigkeit der Demokratie mit ihren grundlegenden Werten beeinträchtigt wird. Die Enttarnung von Korruptionsdelikten ist sehr schwer, weil Geber und Nehmer von Geld oder geldwerten Leistungen beide Vorteile haben, die sie sich zu Lasten von Dritten verschaffen. Da die Korruptionsbeziehungen nach außen verdeckt werden und es sich um so genannte opferlose Kontrolldelikte handelt, fällt der typische Anzeigeerstatter weitgehend aus, um eine Tat zur Aufdeckung zu bringen. Ausgehend von den jährlichen Rankings von Organisationen wie Transparency International (TI) oder der Weltbank scheint es große Unterschiede zwischen einzelnen Ländern bezüglich dem jeweiligen Ausmaß der Korruption zu geben.
