Einleitung Schon Ferdinand Lassalle lehrte uns, dass "[...] Verfassungsfragen [...] ursprünglich nicht Rechtsfragen sondern Machtfragen [...]" sind. Weil eine jene Verfassung die rechtliche Grundlage eines Staates darstellt, waren die Machteinflüsse, die nach dem Ende des Zweiten Weltkrieges auf die Ausarbeitung des Grundgesetzes einwirkten, für die Zukunft der späteren Bundesrepublik prägend. Das Inkrafttreten des Grundgesetzes am 24. Mai 1949 stellte das Ende eines von Verhandlungen geprägten Prozesses zwischen den Alliierten des Zweiten Weltkrieges und den Vertretern der westdeutschen Länder dar. Vor jener endgültigen Ratifizierung kämpften alle Beteiligten um die Durchsetzung ihrer eigenen Pläne hinsichtlich der Zukunft Deutschlands. Da Verfassungen als "[...] höchstrangiges Recht [...]" gelten, erwies sich jener Prozess für die wirtschaftliche, rechtliche und politische Neuordnung Deutschlands als wesentlich. Die Interessen welcher Alliierten haben sich letztlich durchgesetzt und inwieweit hatten die besiegten Deutschen selbst einen Einfluss auf die Entstehung des Grundgesetzes? Der Beantwortung dieser Fragen soll sich die vorliegende Arbeit widmen. Die sich aus der Londoner Sechsmächtekonferenz ergebenden Entwicklungen stellen nur ein kurzes Stück auf dem Weg hin zu der Konstituierung des Grundgesetzes dar und müssen dementsprechend auch so behandelt werden. Allerdings wurden dort erstmal konkrete Schritte zu einer Ausgestaltung eines demokratischen und föderalistischen westdeutschen Staates unter deutscher Beteiligung unternommen. Folglich lassen sich hieran die verschiedenen Interessen und Machteinflüsse sowohl der Westmächte als auch der Deutschen selbst auf die Entstehung des heutigen Grundgesetzes aufzeigen.
