Inhaltsangabe: Einleitung: Die Schweden entschieden sich am 14.9.2003 gegen die Euro-Einführung. Im Vorfeld des Irak-Krieges verfochten die europäischen Staaten zum Teil konträre außenpolitische Positionen. Mehr als 2/3 der Bürger Lettlands stimmten am 20.9.2003 für den Beitritt zur EU. Das sind Beispiele für die unterschiedlichen Vorstellungen darüber, wie der ökonomische und politische Integrationsprozess Europas ablaufen sollte. Die anstehenden Erweiterungen entfachten erneut eine Diskussion um die endgültige Gestalt der zunehmend heterogenen Union. Diese Entwicklung veranlasste den Europäischen Rat in Laeken Ende 2001 einen Konvent einzuberufen, um alternative Entwürfe für die Zukunft Europas zu ergründen. In ihm waren die Regierungen und Parlamente der Mitglied- und Beitrittsländer, das (Europäische) Parlament und die (Europäische) Kommission vertreten. Unter Einbeziehung der Öffentlichkeit wurde ein offenes Forum geschaffen, um die europäischen Institutionen zu reformieren. Ziel des Konvents, der im Juli 2003 einen Verfassungsvertragsentwurf (VVE) vorlegte, war es, die Verteilung und Abgrenzung der Zuständigkeiten der Union klarer zu bestimmen; die Demokratie, Transparenz und Effizienz ihrer Organe zu erhöhen sowie Normsetzungsverfahren zu vereinfachen. Gang der Untersuchung: Kapitel 2 untersucht, dieser Struktur folgend, inwieweit der Konvent die so definierten Anforderungen tatsächlich im VVE umsetzt. Gleichzeitig wird erörtert, ob der VVE den zwiespältigen Staatenverbund-Charakter der EU als Union der Staaten und Union der Völker eher verstärkt denn überwinden hilft. Dazu werden zunächst die gegensätzlichen integrationspolitischen Strategien erläutert, welche die Debatte im Konvent prägten. Das Kapitel wird mit einem Fazit, welches die institutionellen Reformen des VVE würdigt, abgeschlossen. Kapitel 3 prüft - unter Verwendung der Ergebnisse dieser Analyse - mögliche wirtschaftspolitische Konsequenzen des VVE. Dort kann es nicht darum gehen, Kennziffer
