English summary: The Member States of the European Union have to open their legal systems to reflect the supremacy of Community law. In the course of this constitutional change it has become necessary to show the links between European and national constitutional law, to adapt these constitutional laws to one another and to explain their complex relationship with legal dogmatics. This can be done best in the context of a concept of Multilevel Constitutionalism. Considering the negative impact of the referendums in France and the Netherlands, in which the Constitution of the European Union was rejected, the authors discuss the place of the European Union, its Member States and citizens within the process of European integration, leading to the more specific question if the constitutional law of the Member States and the European Union provide a solution, and what that solution might be. German description: Die Mitgliedstaaten der EU, die sich in dieser Rolle notwendig als offene Verfassungsstaaten konzipieren mussen, haben ihre gesamte Rechtsordnung gegenuber dem vorrangigen Europarecht geoffnet. Im Zuge dessen gilt es, die wechselseitige Verzahnung vom europaischen und nationalen Verfassungsrecht sichtbar zu machen, verfassungsrechtlich aufzubereiten und rechtsdogmatisch zu steuern. Mit den am Begriff des Verbunds orientierten Ansatzen wird dabei die gesamteuropaische Verfassungswirklichkeit dahingehend auf den Punkt gebracht, dass die Verfassungsordnungen mehrerer Ebenen zwar einerseits autonom nebeneinander stehen, andererseits aber den Charakter komplementarer Teilordnungen haben, die in vielfacher Weise normativ mit dem europaischen Verfassungsrecht verklammert sind: Europaisches und mitgliedstaatliches Verfassungsrecht sind voneinander abhangig und aufeinander angewiesen, weshalb zur Vermeidung von Konflikten die stete Berucksichtigung der Vorschriften des anderen Rechtskreises bei der Interpretation der Vorschriften des eigenen Rechtskreises erforderlich ist. Diese grundlegende Zukunftsfrage von Staat und Verfassung im Kontext der EU wurde im Rahmen der Ersten Gottinger Gesprache zum deutschen und europaischen Verfassungsrecht von Experten aus Wissenschaft und Praxis diskutiert. Vor dem Hintergrund der den europaischen Verfassungsvertrag ablehnenden Referenden in Frankreich und den Niederlanden sammelt der Tagungsband Beitrage, die grundlegend der Frage nachgehen, wo die EU, ihre Mitgliedstaaten und die Burger im europaischen Integrationsprozess stehen.
