Zunächst soll in einem kurzen Abriss der grundlegende Aufbau von Esping-Andersens Modell dargelegt und mit Hilfe des in der Lehrveranstaltung erarbeiteten Materials überprüft werden. Im Teil der exemplarischen Länderdarstellungen wird der Schwerpunkt auf die Bundesrepublik Deutschland gelegt und der unter der Regierung Schröder begonnene Umbau der sozialen Sicherungssysteme genauer dargestellt werden. Diese Art der Darstellung hat der Autor gewählt, um die Grundlage für die Entwicklung nationalstaatlicher Lösung am Beispiel der Bundesrepublik Deutschland eine Grundlage zu schaffen. In einem Exkurs soll es dann um Risiken und Chancen von Modellen in der vergleichenden Politikwissenschaft gehen, bevor dann Alternativen für den Wohlfahrtstaat aufgezeigt werden. Dies soll zum einen anhand einer Skizze für einen gesamteuropäischen Wohlfahrtsstaat, zum anderen anhand nationalstaatlicher Lösungen (wie schon oben erwähnt am Beispiel der BRD) gemacht werden. Der Schwerpunkt wird hier auf Deutschland gelegt, da der Autor zum einen der Ansicht ist, dass eine detaillierte Darstellung Deutschlands eine gute Basis für Vergleiche jeglicher Art mit anderen europäischen und nicht-europäischen Wohlfahrtsstaaten bietet. Zum anderen arbeitete sowohl die frühere Regierung Schröder als auch die heutige Große Koalition (CDU/CSU/SPD) unter Bundeskanzlerin Merkel auf einen Umbau des Deutschen Wohlfahrtsstaates hin zum Sozialstaat im Sinne des Grundgesetztes (Bundeszentrale für politische Bildung 2004: 59) hin.
