In welcher Hinsicht unterscheiden sich die Zielsetzungen und Rahmenbedingungen für die beiden Sprachbildungsangebote? "In unserer zunehmend globalisierten Welt gehört die Kommunikation zwischen verschiedenen Kulturen zu einem der wichtigsten sozialen, politischen und wirtschaftlichen Aufgabenbereiche." (Roche 2013, 5) Das Zitat verdeutlicht, dass die Kommunikation in der heutigen Gesellschaft eine bedeutsame Rolle eingenommen hat. Aufgrund der Globalisierung werden Menschen mit mehr als nur einer Sprache konfrontiert. Aus diesem Grund ist Einsprachigkeit nicht (mehr) ausreichend. Betrachtet man jedoch die heutige Gesellschaft, so wird man schnell feststellen, dass Zwei- oder Mehrsprachigkeit längst zur Normalität geworden sind. Die meisten Menschen auf der Welt sind im Zuge der wachsenden Globalisierung und der Zu- und Abwanderungen zwei- oder mehrsprachig. Zur Integration in ein deutsch-sprachiges Land oder zur Sensibilisierung mit fremden Kulturen werden schon Kinder im vorschulischen Alter in der deutschen Sprache als Zweitsprache gefördert oder an eine Fremdsprache herangeführt. Um dieses Unterfangen zu ermöglichen, bietet der Elementarbereich Sprachbildungsangebote an, die sich entweder gezielt mit der Förderung von Deutsch als Zweitsprache für Kinder mit einer nicht-deutschen Herkunftssprache beschäftigen oder den Kindern das Kennenlernen einer frühen Fremdsprache ermöglichen. Für den Erfolg der Sprachbildungsangebote ist besonders die Einstellung des durchführenden Fachpersonals zur Mehrsprachigkeit ausschlaggebend.
